That's a tough one. If it was a friend and not too much $$, I would let it go if I valued the friendship more than he owes me but I'd never do anymore business with him. If it was just a local flier who I had just made a business deal with, I would be persistent. If he keeps blowing it off, I'll give him one last chance and tell him I'm going to file at small claims court and we'll settle it there. That might be enough to get something out of him.
