I absolutely agree with Boomerang and Mark P. The phrase filed discipline comes to mind. This is an operational matter and should have been prevented by the club's safety officers, presuming they have one. If this club operates in this way, the inevitable accident is only a matter of time. Then why did the pilot start his take off run just a few feet out when he clearly had more room?
