In my opinion a .21 of 1.5hp comming out at 42+k rpm will be faster than a .28 of 2.3hp at 25-28k rpm. The .28 at 40k don't forget that such engines produce less than 1.5 hp at max rpm cause they are mid-range engines. And their max rpm point is far away from 42+k rpm.

remember RPM range of motor will only matter if both are running equal gearing..... as soon as you gear up the 28 its game over for the .21.............2.3 Hp wins over 1.5 HP, it can do more work, and can push a car to higher MPH........... HP over RPM range any day........
And if calling my modded Picco a midrange motor LOL !!!!! with proper gearing you wont find a .21 thsat will push MPH like my Picco 28.... 2.3 HP and 86.5 oz/in of TQ.......................a Hand modded On-road .21 makes 40 oz/in and 1.8 HP......... Guess which motor can pull a bigger gear set ????? we arent talking track racing here, we have no concernrs with traction, or infeild performance ( heres where the .21 shines) we are talking all out MPH.............. throw the proper gear behind the .28 and the .21 gets assraped every time...only a moron would think a Honda V-6 can push a car to higher MPH then a Chevy LS2..i mean the Honda V-6 revs higher, but the Vette motor makes more power.... which has a higher top speed ?
