The 3 long sticks which are bamboo skewers are inserted into the flutes of the tailfeathers for reinforcement (should be made of coroplast). 1 for the rudder and 2 for the stab.

Yes, put the two in the stab in from the outside. Put one stick in the coroplast flute immediately in front of the elevator hinge line, and the other stick in the flute in front of that one, from the other side. (If the hinge isn't cut already, you'll need to cut out one face of one flute, which allows the coro to bend. About 1" from the TE should be close.)
