I would be glad to know, how cell protection fuse(s) work in 1100mAh cells. Comparing with 2300mAh.

Is it true that 1100mAh go open circuit, instead of short circuit done by 2300mAh?
It affects reliability of receiver packs as well as using BEC to poer receiver and servos.
