There's nothing stopping anyone. In fact it's even easier then the guys in GB, we don't have to register 20kg rc aircraft as regular aircraft as they do with their version of the FAA. I guess the Brits are just smarter then us, well some of us.
AMA safety code is not law, it's a set of guidelines that grant you insurance if you follow it. If you don't follow it, you don't get insurance, that's it, don't overthink it. Get permission from a site owner and fly your plane.
But anyone looking to take a risk flying their own plane larger then 100lbs is smart enough, or should be smart enough to know that you better get your own insurance. How much did it cost for the plane in the first place? 30 grand? More?
