Default Continuous and burst current draw specification

I have an E-Filte Park 370 motor and a Park 400 3700 kv motor, one of which I want to use in a Mini Funtana with a Thunder Power 1320 mAh Pro-Lite pack capable of 13C continuous and 20C burst. The Mini Funtana is sensitive to wing loading, and so I want to use the lightest battery I can get away with. The Park 400 motor is specified in the assembly instructions, and its specification lists 15A continuous and 20A burst current draws. The Park 370 is approximately half that. My questions are the following:

1. What do these motor current draws mean?

2. Can I mate a Park 400 3700 kv motor with the TP 1320 LiPo pack? The maximum continuous current draw on the TP 1320 pack is 17A, and the maximum burst current is 27A. There is little safety margin here.

3. What happens to a lipo pack if you consistently draw the specified maximum continuous current?

I would appreciate any help that you experts in e-flight can provide.
