Fluter has very little to do with the type of hinges. The hinges, of course, have to be free enough to allow the surface to move freely. Flutter is usually the result of a soft, flexible control surface vibrating at the outboard tip.

The picture shows a cure for an aileron with a full gapless hinge. A piece of tape across the corner.
