hold on, lets see if I understand what the problem is.. when the plug is screwed in, you are under the impression that it does not glow at all, but once you pull it out then it glows just fine?
How do you know the plug glows when screwed into the head?
If i understand it right, there cant be a problem with the glow igniter or charger, its most likely another factor thats causing problems starting the engine.

Assuming you went with normal break-in procedures and haven't had any engine impacts try:
Warming up the engine >100F (sometimes helps to start them sooner)
Brand new plug
Brand new glow igniter batteries
Not a flooded engine but a properly primed engine
