That's the same plane used for the FAI World Championships brochure in Doylestown, PA that year. One of the guys in my club built a plane with that scheme, he did black checkerboard on the wing bottom.
That's the "Fakir II" - winner of an AAM design contest and published in the May 1974 issue.
