I fly off an electric motor only lake in the winter when it is frozen, but fly off another lake in the summer which allows internal combustion motors.

Here in PA most of the lakes that are electric motor only is because of shallow depths or to prevent shore errosion. I fish frequently as well and need to talk to my local PF&BC guy and see what he says. I would worry more about the what the Fish & Boat Commission has to say about it though.
