If you lack machining abilities, you may be able to carve a "trough" in the fuse side for the muffler. Just a tiny bit of clearance is enough. If you remove wood from the outside to provide clearance, you may be able to build up inside to take any loads, if you need to. Partially buried pipes are pretty common.
