Sounds to me like the main jet is stuck open. You need to take the 4 screws out of one side and remove the diaphragm. Take the phillips head screw out of the fork (careful not to loose the spring) and remove the jet underneath. Look for sludge or buildup around the shaft of the jet.
Best thing to do is strip the carb and rebuild it. Clean it up with carb cleaner after you have it disassembled. Then rebuild it.
