it is a 71 in wing or 1800 mm which converts to 70.87 in.
Yeah this is quite common. The measurements are crudely rounded.
I've had one or two wings turn out to be slightly bigger than stated, and a few slightly smaller.
I'm not going to worry about that .13" difference though.
