You know a lot about tuning motors, and much about 60 FP.

I cant get steady idle, is this typical of this motor?

We could use a little more info Gary...like what airplane it's in? Tank location, prop, fuel, plug, etc.

It should idle and transition just fine, but if the tank is too high or too low, or the plug is bad/wrong choice for the engine...the fuel is old or not appropo etc. etc.
