You have to make sure they are not piched when you put it all together. If the o-ring is pinched they will pop out. Also is it possible that you don't have the head bolts torqued evenly.
I have not seena case where new o-rings and a clean dry case and pushrod tubes properly installed yeilded the result you are talking about.
Are you using Oil to install them? This could casue it maybe but I doubt it.
I would suspect you are not tightening the head evenly down onto the case. Sometimes the o-rings can be stuborn and pop out a little on the back side when installing then they quickly work their way completey out...plus they are usually damaged by this too.
Are your o-rings damaged? once they are cut or pinched they will never seat properly.
