I have a Saito 120 dual plug that I bought from someone and the muffler does not have a tap on it for pressure.

There is what looks like a bleed tap on the back on the crankcase, but nothing else. Am I correct in thinking that I need to tap the pipe that he has for a muffler to get this engine to run properly, or is this a pressure tap?
