Putting the fueler lower than the tank won't help the dripping (siphoning). If the level of the fuel in the tank is higher than the carb, it will siphon unless the throttle is completely closed so that fuel can't get into the carb. You could get a cradle and invert the model in it between flights but the fuel might run into the muffler thru the vent line.

I have a small locking forceps that I use to pinch the fuel line near the carb on a tight-cowled bipe that I have an inverted Fox .50 in. You can buy the forceps at Wal Mart, in the sporting goods section. They use them to remove fishooks, they might call them locking pliers.

It sounds like your CG is 1/4" behind the recommended location. The real question is: how does it fly? If it's stable, don't worry about it.
