Because manufacturers are starting to lean more toward the backyard basher rather than the racer for their RTRs. They know that most serious racers will just buy the roller / kit version and add their own electronics anyways.

The GS Storm Evo and Storm CL-1 are the only buggies I know of that come with a .21 stock.
