Webra is likely the brand that you're thinking of. HP and HB engines were German/Austrian made before MECOA bought the rights to the names here in North America, I think.
Webra engines are sold by Paul's Model Supply at
http://www.paulsmodelsupply.com While there isn't currently a U.S. distributor for Webra, Paul is in North Dakota and works with the Canadian Distributor so engines and parts are readily available.
A look through the engine showroom at
http://www.mecoa.com should give you plenty of information on currently available HP and HB engine models as well as MECOA and K&B offerings in the .40 to .46 size 2-stroke range.
One last suggestion to consider might be the new Thunder Tiger F-75s 4-stroke engine. At just over 16 ounces, it's actually an ounce or two lighter than most ball-bearing .46 2-strokes. At $169.99, it's not much more expensive than a premium .46 2-stroke, either.
