I have used it both ways,I don't have trouble with it chipping off though,it just seems to get tougher as the days go on. I have used polyurethane from a spray can in light coats and the water based stuff from Minwax .The last bird I did I never used a clear,as I said before in other posts with the sun heating/baking it on after the initial first week you don't need clear.
