I have masked off areas that were just painted 1 hour ago and never have pulled paint when taking off the tape, are you using the easy release blue tape from 3M ? or the white from 3M? if your paint is coming up that easy after an hour or two of drying you might look at the primer your using or the tape your using because I have never had that problem before. If your preperation of the base surface has been properly sanded along with the primer you should be able to tape over within the hour and not have any problems with pulling the latex.
