Is there an online or downloadable program to allow the design of tracks?

Possibly even a experienced person to do it . I'm not looking for the actual work to be done yet, but more the design.

I'm thinking of a program (it doesn't even have to be a track making program) that would allow me to put in my specific measurements , boundries , and lane widths and then allow me to drag the track around into different configurations to fill the space.

Since I have no experience making track off-road with jumps, I think it best to design it first, then start digging. I don't want to decide later after driving that things need moved.

For starters I want the flat layout done and then I can put in the ap[propriate jumps in the right spot.
