He must have pinched the cyclinder too much. You may have to take the piston and cylinder out and start the break in by hand. To do this you have to use a very fine grinding compoud. You put a little compound on the piston and move it in the cylinder. This takes a while but you want to do it slowly so you don't wear too much away. I had to do this with my hyper 8 port because it wouldn't even get to TDC before locking up. Now my motor will actually start with my pull start. good luck
