My vote is the back of the spars as it is easier and does not require very precise cuts as the between the spar type shear webs. There is a significantly more glue contact surface when placing them on the front or back of the spars as well. Be sure to run the grain vertically. Running the grain horizontally will cause the webs to spit along the grain just as soon as there is a significant load placed upon the wing panel...
