I am the American distributor of Weatronic systems and would like to respond to your questions.
Weatronic will be selling dual receiver systems that use frequency hopping similar to the Futaba FASST system.

We have additional features that are proprietary at this time, which will add to the safety of the systems. We will be offering a range of receivers that will go from simple 8 channel DR plug and play to fully programmable 12 channel 24 servo with integrated 3 axis heading lock capable systems with integrated power supply.

Our 2.4 GHZ system can be adapted to most modern transmitters using an exchangeable TX module, i.g. Futaba T 14, FX 40, JR 10 X, JR 12 X, Graupner MC-22, MC-24, Multiplex EVO, Profi 4000 and others. We use our own 12 channel 2.4 GHz Dual FHSS transmitter modules.

It is correct that the transmitter must be equipped with a frequency module. There might be some exceptions in regards to the Multiplex systems.

Of course, the systems sold will all be in compliance with the FCC requirements.

Timing will be dependant on getting all the permissions after showing compliance to all the rules.
