On the last picture it's hard to figure out what they are trying to do. The fins on that motor dictate that the air goes front to back. On the other twin the air can be directed from the top down which is normal, though I would say the optimum would to cool from bottom up. The exhaust side is the hottest, you would want the coolest air on it so the cylinder temp is close to symmetrical around the cylinder, with a bottom carb the carb would also be getting cold air giving you more power.
