Yes, you should practice them. Yes they are (should be) rare but they do happen. I never lost an engine flying full scale but could have handled it had it happened because practice engine out situations were part of my training.

As for RC, I practiced dead sticks often, with several different planes on the sim. After I soloed I also practice them at the field by pulling power at random places and altitudes. As a result my first REAL dead stick was no big deal; been there, done that.

Practice 'em.
