The rules state that the only holes to be cut in a body are the ones for the fuel tank access, engine head, mixture screw access & antenna hole & body post holes. the holes have max dimensions too. he can legally cut extra holes in the radio box, but not in the body.

BUT he got passed at inspection, and no one protested, so it's a mute point, he won.
