Hello:

1) if you have this occurrence you are at the safe side. Stabilators balances themself in the air due to aerodinamic forces. In fact the servos do less job when the aircraft is flying than in the ground at neutral or flying surface traveling parallel with the wind.
2) If your struts spirngs colapse all the way down with the weight of the palne again you are at the safe side. If the opposite is such an occurrence in almost every case the plane will bounce off the runway at landings.

This is not theory is my experience with F-15's, 18', 16,s Gripen's and Roo's.
