My club uses 2 inch wide crepe paper with a 3/4" wide piece of masking tape running down the center of the streamer.

If you cut the streamer in half, you won't have any problems with it shredding. Leaving it full width, it has a problem supporting its own weight, but cut in half, its pretty tough and will not shred in all but the dampest, most humid days. That masking tape adds alot of weight to drag around.... and gets pretty expensive compared to half-width crepe paper...
