Water line on the hull has no effect to performance. When on plane the water line will always be similar. A boat that sits deeper in the water does not mean it will be slower.

Rudder - Around 2-1/2-3" x 1" will work well.
40 oz in or greater will be more than enough. A standard servo is a bit large but will work.

Don't worry so much about weight.
