Just some random thoughts.......

Since you are using spinners, you could install spinner weights to create more of a flywheel action, slowing the idle down while the flywheel action keeps them turning.

Use an onboard glow system, you can turn the idle speed down while the engine stays lit.

Go to a larger prop, which adds more flywheel action, making the engine idle slower (along with the flywheel weight).
