Just rub the pencil on some sandpaper and work the power in with you finger. Then I gave it a coat of Nelson's clear (which dries flat).
On the lettering I just used low tack masking tape. The key is to put the paint on in very thin coats. In general that's the idea with Nelson's paint: multiple very thin, fast-drying coats.
