Personally I believe that anyone that can ask and assimilate pertinent questions, come to a conclusion of rational answers, put those answers into pertinent positive action, directives, policies, etc, and then direct, police, or modify those actions when required may be qualified.

The last two questions of interest are; is the candidate rationally motivated and of right mind?
Like it or not, IMO, that qualifies Horrace, Mark and you too Bob, a long with a lot of other people here on RCU that love model aviation.

I dont believe you have to be a 20 year vet of something to be able to make or encourage positive change.
