You have to inhibit the slider in code 17 then manually with your pushrods put the flaps in the up position. The flaps default to the servo center point when using the slider like aileron and elevator centering up/down movements. after you inhibit the slider the code 66 flap function accounts for the starting position to be zero or full left etc.
Just INH the slider of the flap and aux 2 switch. Then readjust your flaps to up which will be the zero position.
