There are two formula's. One is thick and the other is like water. The water thin one is used for the film coverings and teh thick one is for coverings that do not have a glue on them.

So, yes it is suppose to be thick like honey and no it is not. Just depends on what formula you wanted. You can get a thinner for it. I do not remeber if acitone, MEK, or laquer thiner works.
