Default Need Help with a Veco .19

I picked up an old Veco .19 a while back. As far as I can tell, it has never run. It's got a baffle instead of a muffler, but unfortunately, the linkage to the throttle is missing. I've been told, that it isn't necessary to make the engine run, so I removed it to try to get the engine to run and break in.

The engine will fire and run at idle, but dies with almost any amount of throttle opening. After about 6 or 8 oz. of fuel through it, I managed to get it to run at about 1/3 throttle. To get it to run at even that setting, I've had to open the needle about 4 or 5 turns. It sounds rich, but with any application of throttle, it seems to lean out and die. I tried taking out the needle and blowing fuel through the carb. Everything seems clear.


Now a few questions...

1. Is the baffle necessary for the engine to run right?

2. Does this sound like simply a matter of breaking it in?

3. Do you have a picture, or drawing of the linkage to make the baffle work?

4. There seems to be several of these still available here as NIB pieces. Could someone please scan and post the instructions (at least the break in portion)?
