Hello!

1. No the exhaust restriktor (Baffle?) is not necessary!

2. No this is not the way an engine should respond!
I'm 99% certain the the carb has "gunk" inside! Just take it apart and look for any dirt inside and clean it. Particularly the slot in the idle-disc should be checked...You have a perry carb haven't you (Black plastic carb)?!

3. Why don't you get the silencer instead?

4. Break in is easy! Just let it run for 4-6 tanks (160cc) at fairly low rpm 8000-10000 using a 8x6 or 9x4 APC prop. This is a ringed engine so it most run a fairly low rpm ...not at idle ...at full throttle opening ...you adjust the rpm with the highspeedneedle..!
