Spruce is too heavy and unnecessary for this application. The important thing is to keep the tail AS LIGHT AS POSSIBLE. As long as the longerons are HARD balsa, it should be fine. With (light) cross-bracing it will be virtually unbreakable and will probably even survive a crash intact.

As they say, build to fly. Don't build to crash.
