If the barrel valve doesn't open when you move the throttle arm, the arm is loose and the screw needs to be tightened. If it is just gummed up with old fuel, soaking it in fresh fuel for a day or two will usually loosen it up. I found the instruction sheet for the Max 35 FP engine that I have.
