Does anyone other than OS use JIS screws?
Most items imported from Asia use JIS screw. You can "make" a JIS screwdriver out of a regular Phillips screwdriver by grinding (or filing) the tip a little bit. Do a little at a time and test with a known JIS screw. Phillips screwdrivers are more "pointy" than JIS.

For something like the screws that hold O.S. carburetors onto the engines, you can use a Craftsman #2 Phillips screwdriver. That fits the little black screws very nicely...but you'll see that the tip of the screwdriver has a large flat spot like the center of the screwhead.
