I had a quick look over that web link you supplied. It may not apply too well to MK plans as they weren't published in the USA or published by a US citizen living abroad. Could the plans be considered architectural plans? I don't know if that changes anything.
It is also worth noting that the MK plans I looked at don't have a publication date or copyright symbol or note.
Anyway you should only do what you think is right. I would like to see these out of production kits get a second chance as scratch built models. One trouble with linking to RCU threads is that the free file share links lapse after a period if the owner doesn't sign in. At least if they are on your website they won't get lost.
I guess another way to do it is to keep a list of who has which plans. Perhaps someone could archive all the plans and then put them on CD. Actually I think Flywilly was talking of this a while back.
