Even though a new turbine is in fact used at least for a test run and will have fuel in it, if you say its new they'll probably assume no fuel has ever touched it. I was flying from DFW to Vancouver with a bunch of students in a university competition ~3 years back, and their 2-stroke OS 91 got turned back... The fuel residue is considered a 'hazardous material'. If it was 'new' it would have flown through the check no problem according to the guy at the counter... They were told to ship it seperately.
