Ahhh, that's standard, it keeps the throttle from changing too much while bench running, and that's probably as far as it will get anyway...
More seriously, it is the o-ring that is squesed to tightly. Putting an o-ring there is great as it reduses the blow by when closing the throttle, but the quality controll is simply too low. Enlarging the carb housing slightly at that end is one easy fix for instance. If you have a lathe you can instead reduce the inner diameter of the o-ring groove.
