Goto your UserCP link at the top of the page, click it.
Goto Edit Options, and scroll to the bottom where it says Avatar.
The rest is explained there, but just browse your harddrive for the image you want to use, and select it.

you'll have to make sure it's under the size limitations though... which is also explained in the Avatar section of the UserCP.
