Check to make sure the idle screw isnt turned all the way in and then check the throttle linkage. Post some pictures of the set up if you cant figure it out.

n315on, more the likely the OWB is cracked. Take it out and check it for cracks in the outer case, they might be hard to see so looked carefully. The OWB only last so long, so its probably time to replace it.
