This is just a short guideline:
- primer
- basic color - panzer gray in this case
- decals application
- *
- filters and washes with thinned paint
- black wash
- powder/pastel pigments
- mat coat

* If you are adding new details or have disasembled some details, you ll have to figure out when to add them, usually its after the decals so they get weathered as well.
