Funny thing is, you, timslocum and I have almost the same tanks hehe.
I dont think mud on the outside of the skirts is a good idea - unless you can find a picture of a real tiger with mud there and prove me wrong. So basically, its best to leave the skirts as they are. About 1/4 up to 1/3 of the front and rear lower hull may have mud - but in that case it would be good to have really heavy mud on the tracks and wheels should be well muddied as well.
As far as mine is concerned, I will probably go with medium-heavy sandy pigment dust on the running gear and lower hull where appropriate, and very very light on the whole vehicle.
Btw, dont forget to dull coat it if you havent.
