Because members don’t think they have a change to win when they have to defeat an incumbent, the incumbent will not be on the ticket (after 3 terms), as long as a qualified person is nominated.

However, if no qualified person is nominated within 30 days of the close of nominations, the incumbent will be allowed to run again for one more term.
